So the concept here is based around eliminating any noise from vibrations. A regular bolt on fender will eventually torque, vibrate, erode and just plain old get noisy, on a rough street bike.
What you do, is get a piece of plastic and taper one end to fit into your chainstay. Then you pop a couple holes in it with a drill bit; put the holes near where your brake used to be. Now just put a nut and bolt through the hole which lines up nearest to your brake arch and flex the new fender into place :)
You also have the option of UV proofing the plastic with a used tube, as illustrated.
